Who We Are

JAMES ORR ASSOCIATES is a group of six seasoned associates with a broad range of experience in finance, government, politics, and international trade and economics. The firm and its associates are internationally known and respected as authorities on the global impact of U.S. government policy.

Associates of the firm maintain an extensive network of contacts at all levels in the U.S. government policy community and among industry representatives, academics, and economists here and abroad. These contacts and relationships provide an "insider's perspective" and enable us to deliver the latest information from government and industry. Direct access to lawmakers and senior policy makers helps guarantee our interpretations are authoritative and our facts are accurate.


James C. Orr has worked in government and the private sector in finance, banking, and international trade for over thirty years. He is managing director of James Orr Associates and oversees the firm's professional staff of seven on behalf of a group of domestic and international clients in the financial services industry and international business generally. He works closely with Congress, federal departments and financial regulatory agencies, and the major Washington-based bilateral and multilateral financial institutions.

Prior to the formation of the firm, Mr. Orr served both Republicans and Democrats during eight years as legislative counsel to the Banking Committee and the International Trade and International Development Subcommittees in the U.S. House of Representatives. He has an undergraduate degree in economics from Wesleyan University and a master's degree in international economics from the School of Advanced International Studies (SAIS), Johns Hopkins University.

Mr. Orr also serves as Executive Director of the Bretton Woods Committee, a group of 650 corporate chief executives, former cabinet officials and other prominent Americans who have joined together to work for increased U.S. support for the World Bank and the International Monetary Fund. The Committee is chaired by former New York Fed President E. Gerald Corrigan, former Member of Congress Bill Frenzel and former White House Ambassador Henry Owen.

Mr. Orr has advised the Commission on the Future of the Bretton Woods Institutions; the National Commission on Supplies and Shortages; the Commission on Security and Economic Assistance; the US-Japan Leadership Project; and the President's Task Force on International Private Enterprise. He has also performed specialized consulting assignments for major private financial institutions, the World Bank, the IMF, the IDB, and for a variety of government ministries in the United States and abroad. He is a frequent speaker on political and finance issues, as well as on international relations and trade issues. His writings include books and articles on the regulation of the U.S. financial sector, the activities of the multilateral development banks, Eximbank, developing country debt, currency markets and U.S. national political issues.

Public policy degree from the University of Chicago. Authority on macroeconomic policy. Tracks trade, investment and foreign policy legislation and regulatory issues.

Randy S. RodgersInternational Finance & Trade
Advanced degree in International Relations and authority on international financial developments and trade issues. Director of the Bretton Woods Committee. Former consular officer with the U.S. Department of State.

Charlotte Goldsten OrrFinancial Institutions Liaison
Twenty years' experience in banking and as government affairs strategist for foreign and domestic financial institutions and consulting groups. Former banker with a Wharton MBA.

Mai T. TrinhInternational Financial Institutions
Corporate development focusing on Fortune 500 companies and technical start-ups. Manages media relations and marketing in conjunction with the Bretton Woods institutions. Deputy Director of the Bretton Woods Committee.

Shelley SpauldingWebmaster and Office Manager
Combines a foreign language degree with work experience abroad. Manages firm's website and coordinates special projects. Manages client relations and administrative staff.

James C. OrrManaging Director
International businessman and financial advisor to governments, businesses, and financial institutions. Masters degree in international economics. Gained prominence during eight years as the counsel for international affairs for the Banking Committee in the U.S. House of Representatives. Oversees all aspects of the firm's work.
