Orr has worked in government and the private sector in finance, banking, and international trade for over thirty years. He is managing director of James Orr Associates and oversees the firm's professional staff of seven on behalf of a group of domestic and international clients in the financial services industry and international business generally. He works closely with Congress, federal departments and financial regulatory agencies, and the major Washington-based bilateral and multilateral financial institutions. Prior to the formation of the firm, Mr. Orr served both Republicans and Democrats during eight years as legislative counsel to the Banking Committee and the International Trade and International Development Subcommittees in the U.S. House of Representatives. He has an undergraduate degree in economics from Wesleyan University and a master's degree in international economics from the School of Advanced International Studies (SAIS), Johns Hopkins University. Mr. Orr also serves as Executive Director of the Bretton Woods Committee, a group of 650 corporate chief executives, former cabinet officials and other prominent Americans who have joined together to work for increased U.S. support for the World Bank and the International Monetary Fund. The Committee is chaired by former New York Fed President E. Gerald Corrigan, former Member of Congress Bill Frenzel and former White House Ambassador Henry Owen. Mr. Orr has advised the Commission on the Future of the Bretton Woods Institutions; the National Commission on Supplies and Shortages; the Commission on Security and Economic Assistance; the US-Japan Leadership Project; and the President's Task Force on International Private Enterprise. He has also performed specialized consulting assignments for major private financial institutions, the World Bank, the IMF, the IDB, and for a variety of government ministries in the United States and abroad. He is a frequent speaker on political and finance issues, as well as on international relations and trade issues. His writings include books and articles on the regulation of the U.S. financial sector, the activities of the multilateral development banks, Eximbank, developing country debt, currency markets and U.S. national political issues.
